We provide expert witness services in the disciplines of planning and landscape architecture. Directors
Philip Russell-Vick and Martin Carpenter have extensive public inquiry, highway inquiry, Electrical Act
inquiry and EIP experience and have given evidence for a range of high profile cases. Other senior members
of staff have also given evidence at inquiries and informal hearings. We appear
for both appellants and local authorities.
Our range of case types is broad and includes a cement works, mineral and waste schemes, brownfield,
greenfield and Green Belt residential proposals, major leisure/tourism developments and energy
infrastructure projects, in particular wind energy. Enplan has been appointed by Powys County Council
to represent them at the Mid-Wales Conjoined Wind Farm Public Inquiry (the UKs largest wind farm inquiry)
set to run from June 2013 to May 2014. We are providing landscape and planning evidence to the Section 36
Electricity Act inquiry into five wind farm sites with a total generating capacity of over 450Mw and more
than 200 turbines.
